Users will receive an email requesting them to log in to their twitter account and follow the instructions on the screen. Just logging in will serve, so you don't have to Tweet anything. Twitter states that they're doing this to "present more accurate, credible information" that people can rely on. Besides, Twitter could use a good clarification.
