WhatsApp Restriction: WhatsApp Status Videos now get restricted to only 15 seconds. You can no longer send videos to WhatsApp Status if they are longer than 16 seconds: This is happening in India and it's probably an initiative to reduce the traffic on the server infrastructures.
Due to the coronavirus outbreak, it has been locked down all over India.
Since this is happening in India, it is being expected that this move has been put in place to handle traffic pressure on internet servers in the country during the locked down in India. The full functionality will be restored in the future.

As a part of WhatsApp Restrictions, now you can no longer send videos to WhatsApp Status if they are longer than 15 seconds. Only videos having a duration of fewer than 15 seconds will be allowed to post.
You could have uploaded a 30-second video to WhatsApp Story, which has been reduced to 15 seconds.
Meanwhile, This is happening only in India and it’s probably an initiative to reduce the traffic on the server infrastructures.
While most internet servers have said that they are braced to handle the online traffic and pressure that is going to come in from a sharp rise in daily usage from people stuck at home and also those who are working from home.
While some users might be still able to post videos having a longer duration.
The change should be rolled out for more Indian users soon.
